Georges S. Zouain is a Lebanese and French national. He holds a Ph. D. in Development Economics and a postgraduate degree in non-linear programming and human resources, both from Paris. His key qualifications and experience are in development economics, culture and heritage economics, regional planning and programme and project design and management.

Before creating GAIA-heritage in February 2002, Georges served as director in the Sector of Culture at UNESCO – Paris and as Deputy Director of the World Heritage Centre. Before, he had created and headed the Emergency Operations Unit of UNESCO and worked as a Programme Specialist in Education and in Internal Management.
During his presence in the World Heritage Centre, he provided advice to other organizations such as the World Bank and regional development funds on their role in culture. He has also been a fellow at the Graduate School of Design and has founded the Lebanese Heritage Foundation that funded and coordinated the restoration of the National Museum of Lebanon.

He is a member of several professional organizations: the Architectural Association (UK), the Association of Cultural Economics International (ACEI), the French Chapter of and of ICOM. He is also a member of Transparency International.
