Competition:New National Gallery And Ludwig Museum

The Városliget Zrt. hereby announces an international, invited design competition with an open pre-qualification process for the design of the museum building of the New National Gallery and Ludwig Museum within the framework of the Liget Budapest Project on the territory of the City Park Budapest. 

The construction of the new buildings, the complete renewal of the green area of the City Park, and the renovation of the institutions already present Liget Budapest will be one of Budapest’s leading, well-known tourist and cultural destinations and a unique family park recognised as such all over Europe.  

The competition programme of an international invited design competition with an open pre-qualification process is available for download. Each may submit only one entry to the competition. 

The total prize money of the competition is 345,000 EUR.

Objectives

The aim of the design competition is to find designers whose entries

-functionally satisfy the expectations of the 21st century in regard to museums, and will provide flexible spaces for the institutions and the right conditions to facilitate their visitor-friendly operation in the coming decades

-provide a lasting aesthetical experience for visitors at the highest level of contemporary architecture and contribute to the enrichment of the architectural heritage of Budapest;

-treat the historical environment of the City Park with respect;

-are composed of buildings conveying specific and strong architectural ideas, create a clearly recognizable and identifiable building that is able to improve the international fame of Budapest and Hungarian culture; 

-provider open, transparent, inviting community spaces for the residents of Budapest and also for visitors from other parts of Hungary and abroad;

-propose design concepts that meet the highest requirements of sustainability in an innovative way creating an exemplary building;

-are cost effective with smart solutions;

-ensure low running costs for the institutions operating in it.

 

Eligibility Criteria

The natural or legal person or organisation with legal capacity according to its personal law (hereinafter: “Entrant”) applying for the design competition shall meet the eligibility criteria. In case of a consortium or a Design Team, the reference criteria must be met for at least one member of the consortium or team. The reference required with respect to the eligibility may be fulfilled with only one reference. The fulfilment of  the human resources and guarantee criteria will be assessed for the whole Consortium/ Design Team, i.e., the guarantee conditions may be met by more Entrants (consortium members) or designers together. A company engaged in construction may participate in the design competition if it declares that it will not participate in the construction work to be carried out later. 

The Jury may verify the content and authenticity of documents proving the eligibility criteria and in case of non-compliance with the specified criteria, the Entrant will be excluded by the Jury.

References

The Entrant shall demonstrate its competence and skills in designing a public building for cultural purposes by presenting a reference. 

A building can be a reference if it was put into use in the 10 years preceding the publication of the design competition.

Buildings with the following functions are regarded as public buildings for cultural purposes by the Promoter:

-Museum

-Gallery

-Exhibition Space

-Event Centre

-Community Centre

-Theatre

-Concert Hall

-Library

-Religious Purposes

-Opera House

The information concerning the references shall be submitted through the website, as indicated on the website. The veracity of the information is the responsibility of the Entrant.

The Entrant shall have at least one reference, meeting the following criteria:

Public Builfing For Cultural Purpose With A Minimum Floor Area Of 5,000 M2

 

Human Resources Criteria

The Entrant shall demonstrate that it possesses the adequate human resources and capacities to act as the main designer of a project in the scale specified by the competition programme.

The architect and other chief designers shall have official design permission in their own countries or in the countries where they work. The copies of the documents proving this permission and the resumes of the required professionals shall be attached to the application. 

The Promoter draws the attention of the Entrants to the fact that, on the basis of the Hungarian legislation in force, if the winning Entrant does not have permission valid in Hungary in the public procurement procedure following the design competition, the prerequisite for concluding the contract is to ensure the design permission by having his  design permission recognised by the Chamber of Hungarian Architects or involving a Partner who has the Hungarian permission.

The information concerning the professionals whom the Entrant intends to involve shall be provided through the website, with at least the following conditions. When providing the data on the website, it shall be supported by the above documents (copies of the documents proving the permission and resume).

In the case of the required human resources criteria, those specified below or equivalent rights are meant by the Promoter as designer classifications. 

A designer shall have high-quality scientific and technical competence and references to obtain the title of a chief designer. A person with a chief designer title may perform the professional review (design review) of the architectural-technical documentation , on the basis of a mandate to this effect. In order to prove the eligibility, the following shall be attached to the resume: either the draft presentation of 5 plans that are regarded as the best among the outstanding design activities of a minimum 10-year design practice, or the verification of the high scientific/technological standard, which can be based on

-the presentation of a scientific degree, publication or patents;

-recognitions and recommendations of scientific organisations and associations;

-professional honours, awards, prizes;

-other documents verifying and supporting these titles and the above mentioned performance.

The designer is a person with designer permission according to the national legislation.

The architect associate is an architect without designer permission, participating in the design work and the elaboration of the design.

The person indicated as museum technologist in the eligibility criteria shall demonstrate his skills in designing and/or operating museum buildings and museum spaces by uploading his resume. Museum technologist is a person that had at least three years of experience in the fields listed below in the ten years preceding the publication of the design competition programme.

-artefact protection (e.g. understanding the heat, light and humidity requirements, etc.)

-artefact security

-implementation of exhibition spaces

-building mechanical systems in museums

-artefact illumination

-artefact storage technology

-artefact logistics

A person can be accepted as a building energy specialist if he has an architect, civil engineer, building services engineer or building energy specialist degree and he can submit documents that prove that he had at least three years of practice in building physics and building energy design in the five years preceding the publication of the design competition programme.

 

Guarantee Criteria

By fulfilling the guarantee criteria, the Entrant demonstrates its economic stability and that it is fully capable of performing its tasks from the design stage to the end of the guarantee period. 

After logging in to the website, the Entrant demonstrates that it fulfils the following guarantee criteria by entering the data requested in the related section and signing the appropriate page of the English translation of its annual accounts of the last five closed financial years:

- A Net Turnover Of At Least € 250,000 in The Last Closed Financial Year

- A Net Turnover Of At Least €1,000,000 in The Last Five Closed Financial Years
